
On the day that Prime Minister Edi Rama surprised the world when he said that Albania is ahead of Germany and Sweden in terms of honesty and competition in public tenders, the institutions under his authority have pulled out of their repertoire a monumental farce, which is both a tragedy and a comedy.
The Centralized Purchasing Operator held a tender worth 359 million lek or 3.7 million euros for the purchase of vehicles for the State Police.

According to the documents, through this tender, OBP will purchase 76 SUV vehicles for the police force, of which 20 are 4x4 vehicles and another 56 are 2x4 vehicles.

To someone who has no knowledge of the automotive industry, the parameters set in tenders look like just some ordinary numbers.
But these dimensions that have been set in the tender are only met by one type of vehicle. It is the Land Rover Defender, a vehicle that is marketed in Albania exclusively by the family company of the mayor of Durrës, Emirjana Sako.
And since the prime minister is very fond of artificial intelligence, this is her answer when asked which of the SUVs meets the criteria set in the tender for state police vehicles.

"The Land Rover Defender 110 (D300/D350 Diesel) is the model that meets the requirements for height, width, wheelbase, ground clearance and fuel efficiency, while its length (4,758 mm) is within your maximum of 5,050 mm," says intelligence about the criteria set in the tender of a country that, according to the prime minister, surpasses Germany and Sweden for reliability.
The tailoring of the slim fit suit in the tender for state police vehicles is so flagrant that the distance between the axles is required to be a minimum of 3000 mm, while the total length of the vehicle is required to be a maximum of 5050 mm.
It is not known whether the technical specifications of the tender were drafted by the state police themselves or by the Centralized Purchasing Operator. But this suit is a criminal act in flagrante delicto of how the thieves of Rilindja steal tenders.
Now all that is needed is for the prosecution to seize the tender documents and bring the perpetrators to justice.
