Big fight over the 9.1 million euro tender for RTSH, KPP announces Renis

The saga of the fierce clash over the 9.1 million euro tender of Radio Television of Albania ended two days ago, as the Public Procurement Commission overturned RTSH's decision to cancel the procedure, ordering the latter to declare the winner and sign the contract with businessman Renis Tershana's R&T company.

The decision published on the official website of the Public Procurement Commission, orders the General Directorate of Albanian Radio Television to cancel the disqualification of the R&T company and correct the violations found by qualifying this operator.

The tender with the object: "Purchase of maintenance services for the DVB-T2 Distribution Network for 48 months", with a limit fund of 907 million lekë was announced in March of this year by the outgoing director, Aurora Polo.

The very announcement of the tender so quickly, at the height of the debates over the selection of the new director of RTSH, was an action that raised very strong questions.

However, despite these questions, the competition took place in early April and three bids were submitted.

According to official documents, the lowest bid was made by Artan Xhori's TBS 96 company, which offered to perform the requested service for a price of 7.6 million euros. The R&T company offered a price of 8 million euros, while the third bid was that of the merger of Idea Tel and Real Com companies, which offered a price of 9 million euros.

But the director who had announced the tender was unable to complete it. On April 25, Aurora Polo left the RTSH management and Eni Vasili was appointed as the head of this institution. Three days after Vasili's appointment, the RTSH Tender Commission announced the disqualification of all three bids submitted in the competition.

Meanwhile, a few days after this evaluation, RTSH announced the cancellation of the tender. However, two of the participants in the competition, the company R&T and the merger of companies Idea Tel & Real Com, appealed the disqualification decision to the Public Procurement Commission.

For more than three months, a fierce battle has been waged over this tender. During this time, an event occurred that shocked the Public Procurement Commission. The head of this institution, Jonaid Myzyri, was suspended from duty and indicted by SPAK on charges of abuse of office.

Despite all these developments and the intense struggle that has been waged under the rug, the Public Procurement Commission has decided to declare Renis Tërshana's company the winner of the huge contract, ordering Albanian Radio Television to cancel the disqualification of this company and continue the procedure with the conclusion of the contract.
