The State Cadastre Agency has reacted regarding the expected merger of the Vlora cadastre and its transfer to Tirana.
The decision has been met with tension by cadastral employees and citizens who fear that they will be deprived of service and refuse to relocate to Tirana.
Meanwhile, ASHK justifies itself by saying that the reorganization of institutions in Tirana has begun since 2021, initially with the transfer of Durrës and Kruja, to then continue with Shkodra, Kavaja, Kamëz-Vora and Vlora.
According to ASHK, all services are now digitalized through e-Albania and that citizens are not affected by this process, however, this entire decision has been accompanied by lack of transparency and without a specified motive.
"For some time now, cadastral processes for several local directorates have been localized in Tirana, as part of an organizational model that aims to optimize human resources and administrative processes.
All applications are made online through the e-Albania portal and the relevant services are also provided electronically, directly in the profile of the applicant citizen. Also, the documentation necessary for the processing of the application, in addition to being uploaded to the electronic system, is sent through the Albanian Post to the local directorate, regardless of its location, to be administered and attached to the application completed in a regular and standardized manner.
The process of transferring local directorates to Tirana began in 2021 with the transfer of Durrës and Krujë, to continue with other directorates such as Shkodër, Kavajë, Kamëz-Vorë, and Vlorë. In the context of increasing the efficiency and good administration of the processes provided for by the legislation in force, the remaining part of the employees in the city of Vlorë is also being relocated to Tirana. This reorganization aims to accelerate the treatment and unify work practices", the announcement states.
Meanwhile, for 2 days now, Vlora Cadastre employees have suspended work in protest.
The announcement of the relocation by the end of January was received on the 23rd, a decision signed by the General Director of the Cadastre Lorena Goxhobelli. Meanwhile, yesterday, the Deputy Director of the Vlora ASHK, Sokol Shehaj, was dismissed from his post after joining the petition of 55 employees opposing the dismissal.
Employees of the Vlora Cadastre are demanding transparency from the general director, a review of the decision, and institutional dialogue, saying that the announcement was unexpected and that no further details have been explained to them.
