The Minister of Finance, Petrit Malaj, stated that the action against informality that the Taxes have launched in the construction sector will continue until May. The Head of Finance said that the sector has extensive informality, especially in salaries.
"We are all aware that this sector suffers from a labor shortage and precisely the salaries declared in this sector do not reflect the reality that the construction sector faces," said Malaj.
According to him, after the launch of the awareness campaign, salaries have increased significantly for 118 thousand employees nationwide.
"After the awareness messages, a good part of the subjects have reflected more concretely. For 118,000 employees in the construction sector, in December 2025, we had an increase in the wage fund by 9%, compared to September 2025, reaching around 78 million euros," said Malaj.
The head of finance explained that the construction action will close on May 23 and is divided into 3 phases.
"The first phase of this plan has just begun and is about collecting data, real estate agency sales prices, but also their formalization. The second phase of this plan will focus on subcontractors who have not reflected in the laws on wages and they will be re-evaluated in real sales prices. Meanwhile, the source of financing will also be investigated. Suspected transactions will be reported to the Directorate for the Prevention of Money Laundering for further self-assessments. The third phase of this plan will focus on builders. The task of risk will be to identify those builders who have not reflected in the first two phases", said Binaj.
According to the Minister of Finance, after construction, controls against informality will be extended to other sectors of the economy, such as tourism, food safety, online commerce and the car rental market.
