
The former administrator of the Vlora Airport concession company, Valon Lluka, officially warned Behgjet Pacolli that the 100 million euro loan received from Delphos Compartment Bernina was a flagrant violation of the concession contract and the law. Kapitali publishes the email, through which Pacolli's right-hand man refused to sign the loan, which placed the Vlora airport as a burden in unknown hands.
" Following today's conversation, but also the previous ones regarding Mabco's commitment to financing Delphos, I feel obliged to emphasize once again that any form of financing related to Vlora Airport must be carried out strictly in accordance with the definitions and obligations imposed on the concessionaire company and its partners under the Concession contract and the relevant agreements with the main financier, BKT ," reads the email that Lluka sent to Emin Pacolli.

But this paragraph is followed by another, in which Lluka is even more direct when he warns Pacoll that Vlora Airport cannot become a party to the Delphos loan without the approval of the Albanian government. " It is important to underline that the insemination of the Concessionaire company, whether on quotas or on guaranteed revenues, according to Article 19.3 of the concession contract, can only be carried out after the prior approval of the Albanian Government. Any action contrary to this constitutes a contractual breach and constitutes grounds for the termination of the concession contract due to illegal action ," Lluka writes.

At the end of the email, Valon Lluka writes that he cannot sign, making VIA a party to the 100 million euro loan received from Mabco to Delphos Compartment Bernina.
" As administrator of VIA, since the establishment of the company, I request that any decision or action be taken in full compliance with the contractual provisions and at the same time I inform you that I categorically reject any action that violates these restrictions and provisions ," Lluka concludes the email.

For more than a decade, Valon Lluka has been Behgjet Pacolli's right-hand man and one of his most trusted men. But his refusal to sign the document that made VIA a party to the Mabco loan cost him his job. Immediately after this email, Pacolli fired Valon Lluka and later the two clashed with accusatory statements against each other.
Pacolli accused Lluka of being part of a conspiracy to take over his shares in Vlora airport, while Valon Lluka responded that Behgjet Pacolli had deceived and committed illegal acts.
After LLuka's dismissal, Pacolli appointed Mentor Hajdaraj as administrator of the Vlora Airport concession company. But the latter also refused to sign the Delphos loan, resigning only a month after his appointment, through a letter in which he was careful to emphasize that during his tenure as administrator he had not made any substantial decisions that could affect the strategic direction or finances of the concession company.
This underlining actually seemed like an attempt to avoid any possible forgery or action that could be taken within the company using his name.
