
The 9.1 million euro prize for Albanian Television decoders has opened a fierce battle, which seems to be fought until the last minute.
Immediately after the decision of the General Directorate of RTSH to cancel the tender, the R&T company filed another complaint with the Public Procurement Commission, requesting the annulment of the tender cancellation and ordering the VAT to conclude the contract.

This is the new saga of the fierce clash over the tender, which has been going on since March of this year, when the procedure was announced. The tender with the object: "Purchase of maintenance service for the DVB-T2 Distribution Network for 48 months", with a limited fund of 907 million lekë was announced in March of this year by the outgoing director, Aurora Polo.
The very fact of announcing the tender so quickly, at the height of the debates over the selection of the new director of RTSH, was an action that raised very strong questions. However, despite these questions, the competition took place in early April and three offers were submitted.
According to official documents, the lowest bid was made by Artan Xhori's TBS 96 company, which offered to perform the requested service for a price of 7.6 million euros. The R&T company offered a price of 8 million euros, while the third bid was that of the merger of Idea Tel and Real Com companies, which offered a price of 9 million euros.
But the director who had announced the tender was unable to complete it. On April 25, Aurora Polo left the RTSH management and Eni Vasili was appointed as the head of this institution. Three days after Vasili's appointment, the RTSH Tender Commission announced the disqualification of all three bids submitted in the competition, and a few days later its cancellation.
War in the KPP
The R&T company appealed to the Public Procurement Commission only about its disqualification and not the cancellation of the tender. Almost a month ago, the Public Procurement Commission ruled in the company's favor.
The decision, published on the official website of the Public Procurement Commission, ordered the General Directorate of Albanian Radio Television to cancel the disqualification of the R&T company, which automatically declared this company the winner of the tender.
But a day earlier, the VAT announced the cancellation of the tender, with the motivation that the company "R&T" did not submit within the deadline the certificate proving that it is not a criminally convicted subject, the certificate for the payment of local tax obligations, as well as the extract of the beneficial owner, which are considered mandatory documents for qualification according to the law on public procurement.
The R&T company has now appealed to the Public Procurement Commission (KPP) against the cancellation of the tender.
