The fierce battle for the 9.1 million euro tender for Radio Television Albania has taken an unexpected turn. After a major clash at the Public Procurement Commission, which found the disqualification of the company R&T from the competition illegal and ordered RTSH to qualify it, Eni Vasili has decided to cancel the tender altogether.

Skyweb.al reported that RTSH canceled the tender with the arguments that Tërshana did not prove that it had not been convicted during the period requested by the contractor, nor did it prove that it had paid taxes in the municipalities where it operates.

The tender with the object: "Purchase of maintenance services for the DVB-T2 Distribution Network for 48 months", with a limit fund of 907 million lekë, was announced in March of this year by the outgoing director, Aurora Polo.

The very fact of announcing the tender so quickly, at the height of the debates over the selection of the new director of RTSH, was an action that raised very strong questions. However, despite these questions, the competition took place in early April and three offers were submitted.

According to official documents, the lowest bid was made by Artan Xhori's TBS 96 company, which offered to perform the requested service for a price of 7.6 million euros. The R&T company offered a price of 8 million euros, while the third bid was that of the merger of Idea Tel and Real Com companies, which offered a price of 9 million euros.

But the director who had announced the tender was unable to complete it. On April 25, Aurora Polo left the RTSH management and Eni Vasili was appointed as the head of this institution. Three days after Vasili's appointment, the RTSH Tender Commission announced the disqualification of all three bids submitted in the competition.

Meanwhile, a few days after this evaluation, RTSH announced the cancellation of the tender. However, two of the participants in the competition, the company R&T and the merger of companies Idea Tel & Real Com, appealed the disqualification decision to the Public Procurement Commission.

Renis Tërshana's R&T company appealed to the Public Procurement Commission only about its disqualification and not the cancellation of the tender. Almost a month ago, the Public Procurement Commission ruled in favor of the company.

The decision published on the official website of the Public Procurement Commission, orders the General Directorate of Albanian Radio Television to cancel the disqualification of the R&T company and correct the violations found by qualifying this operator.

But today, RTSH has definitively canceled the tender with the motivation that the company "R&T" did not submit within the deadline the certificate proving that it is not a criminally convicted subject, the certificate for the payment of local tax obligations, as well as the extract of the beneficial owner, which are considered mandatory documents for qualification according to the law on public procurement.

Under these conditions, RTSH considered the offer "invalid" and canceled the procedure with the justification that "no suitable offer was submitted."

These shortcomings seem to have been used as a lifeboat by Eni Vasili to escape the hot potato of the tender, for which he fought hard, not only on the surface, but also under the rug, with the involvement of many actors, including the underworld.
