The conflict with the two shareholders at Vlora Airport has deepened even further, as the administrator of the concession company VIA, now controlled by Valon Ademi's 2A Group, has removed the subcontracting from Behgjet Pacolli's Mabco, prohibiting the latter's employees from entering the construction site.

The works at Vlora Airport have been carried out according to an equal subcontracting scheme between the two concession shareholders. The concession company Vlora International Airport, or VIA for short, has subcontracted half of the works, including the construction of the runway, to Valon Ademi's 2A Group and the other half, including the construction of the terminal, to Behgjet Pacolli's Mabco.

But a few months ago, Mabco's shares in the concession were frozen by the court, including its voting rights. This led to the administration of the concession company VIA being transferred to the minority partner, Valon Ademi's 2A Group, which also appointed the new administrator of VIA, Vegim Hoxha.

Through an official statement, Mabco announced that Mr. Hoxha has now removed subcontracting from this company.

"Mabco Constructions SA has categorically contested any claim for "contract termination" and considers it an illegal act, carried out by an administrator without legal authority. Any action taken by the party with 2% of the quotas or by persons appointed by it illegally, aimed at excluding the 98% majority partner from the construction site, constitutes a serious violation of its rights as a partner, investor and financial guarantor of the concession project," Mabco's official announcement states.

The two partners have accused each other of delays in the construction of the Airport. 2A Group claims that Pacolli's Mabco has delayed the construction of the terminal by holding the completion of the airport hostage, so the administrator has decided to terminate the contract. On the other hand, Mabco accuses Valon Ademi's 2A Group of the delays.

"Our legal team has notified since Friday and again today: the Vlora Prosecutor's Office; the Prime Minister of the Republic of Albania; the Minister of Infrastructure and Energy, in the capacity of the Contracting Authority; requesting immediate intervention to protect public order, the law and the integrity of the Concession Contract," Mabco stated.

According to her, this situation is seriously jeopardizing safety and public order at the construction site, and even the opening of the airport.

"We want to believe in the rule of law and the protection of foreign investments in Albania. Mabco Constructions SA will continue to exercise all its legal, civil and criminal rights against any person or entity that violates our investment and the public interest," Mabco concluded the official announcement.
