
The Public Procurement Agency has decided to exclude the company "Information Business System-IBS" owned by Darin Gëzdari from public tenders and contracts for 1 year. According to the announcement by the Public Procurement Agency, the exclusion measure was taken against the company because it defrauded the state.
"The administrative proceeding against the economic operator "Information Business System-IBS" shpk, has been initiated, based on the request of the OST, which requested the exclusion of this operator from the right to win public contracts, for submitting documentation with false data, according to the provisions of Article 78/1/a of the Procurement Law," the PPA decision states.

PPA decision on exclusion from tenders
According to the PPA, at the end of the administrative proceedings initiated against this company, it was concluded that we were in compliance with the conditions of Article 78/1/a of the Procurement Law.
"With Decision No. 10 dated 02.3.2026, the APP has decided to exclude for 12 (twelve) months, the economic operator "Information Business System-IBS" shpk, with NUIS J61820057C, from the right to win public contracts, from the entry into force of this decision," the APP explains.
Arrest in 2024
In December 2024, the Tirana Prosecution Office arrested Darin Gëzdari and his associate, Arlinda Marku, on charges of money laundering.
"These two people were arrested after, in collaboration with each other, they organized a genuine criminal scheme to transfer money through banking transactions using shell companies in tax haven countries such as Cyprus, Gibraltar, Malta, etc. This money was transferred to the Albanian state in fictitiously created companies, and then transferred to the Canadian state, all of this suspected criminal activity was carried out in order to launder the proceeds of the criminal offense," the prosecution said in the official arrest announcement.
According to the prosecution, the two citizens in question had laundered over 11 million euros in the period 2021-2022. After the arrest, Gëzdari was released by the court, but the process against him continues. Sources from the Tirana Prosecution told Kapital that the two individuals in question have been charged and will soon be brought to trial.
