
Business within the party has turned into a major plunder of public property, to the extent that officials or former officials act openly, just to please the majority exponents. A typical case of abuse comes from the Dibra Region, precisely from the mayor of Bulqiza, Festime Mjeshtri.
With very sudden decisions, without any public consultation, hearing with the residents of the area and everything else, Festimja has put up for auction a huge property of about 85 hectares in Martanesh, for a large wind turbine park. There are suspicions that all the documents completed by the Municipality of Bulqiza itself were sewn up to give it to another exponent of the Socialist Party.
Documents researched by the Vox News editorial team show that the beneficiary of this huge area is Ardit Kaja, a former MP and Prefect of Dibra. The suspicions are that, while Kaja was in the prefecture, or even in other state offices in Dibra, he "stitched" the land papers and, with close acquaintances and connections with the SP structures, managed to obtain this permit.
But, the scandal deepens further because the Municipality of Bulqiza, or even the winning company of this permit, has not consulted the residents of the Martanesh area, who have been violated and trampled upon by this municipality itself, given that the local or central government has not stopped a much-debated project for the construction of a hydroelectric power plant, diverting the waters of the Mat Basin to the Drin Basin.

Auction winner
In recent days, according to documents available to VoxNews, the Municipality of Bulqiza has announced the winner of an auction opened a few weeks ago, with the object of "granting use from the forest/pasture fund for the construction of a wind turbine, photovoltaic (stations, foundations and relevant facilities) on the property with a total area of 85.9 ha, in the village of Melcu, Martanesh Administrative Unit".
It is learned that the initial auction value was 132,000 lek per hectare per year. In total, for the entire area of 85.9 ha, the auction value came to 11.3 million lek.
"The declared winning value is 11,467,650 lekë/year. The declared winning bidder is the entity 'ALB-ML Solar Energy Investment'. The declared winning bidder is invited to submit to the Municipality of Bulqiza, the legal and procurement office, a signed copy of the contract form and contract insurance, as provided for in the standard auction documents, within 10 days of the announcement," the documents state.
But, Ms. Festime Mjeshtri, has there been any consultation with the residents of the area? What permits has this entity obtained? Have the documents been adapted to this firm? And, most importantly, has one of the owners of the firm influenced you, or other employees of the Bulqiza Municipality?

Owners of Alb-ML Solar
This is another typical case for a criminal file, whether in SPAK or other justice institutions, where business is done within the party. A former senior official who uses his connections to acquire a huge property, even knowing the country.
According to documents available to Vox News, the company "ALB-ML Solar Energy Investment" was founded in July 2025 by Latif Miha, former MP and prefect Ardit Kaja and Saimir Jakimi. The company's capital is only 100 thousand lek, while Miha owns 60% of the company, while Ardit Kaja and Saimir Jakimi each own 20% of the company.
The company's purpose is to build photovoltaic plants and panels for the production of electricity, and to trade electricity domestically and internationally.
Vox News has learned that one of the partners of this company, Ardit Kaja, has strong connections with the government. He was the Prefect of Dibra in 2017, while previously he was the General Director of the Ministry of Transport and Infrastructure. He was also the Chief Inspector of INUK, in the Municipality of Tirana in the years 2010-2011. Meanwhile, he was also a deputy of the Albanian Parliament for one legislature and then, director of the Labor Office in Dibra.
It is precisely the positions he has held, or the connections he has created, whether in central or local government, that have made him one of the most influential people in the Dibra area. So much so that the Bulqiza Festival bypasses normal procedures and violates laws and regulations, just to give Kaja a huge area, without making an announcement to the Martanesh Unit or even without formally gathering the residents of the village where this park will be built.
