The Ministry of Economy and Innovation has announced the launch of procedures for the lease, through competition, of one of the state assets with high tourist potential in the south of the country. These are properties no. 275, 276, 278, 279, 284 and part of property no. 285/1, in cadastral zone 3095, named "Navy Facilities", with a total area of ​​12,204 m², located in Himara.

According to the document consulted by Ekofin.al, the lease aims to carry out activities in the field of tourism, with the clear condition of preserving the natural character and existing landscape of the area, without adding construction area. This means that the investment should focus on requalification, functional improvement and tourist services, but not on physical expansion of the structures.

The competition procedure will take place on February 24, 2026, at 10:00, at the ministry's premises. The floor value of the monthly rental obligation has been set at 567,564.3 lekë per month, while the contract term will be 20 years.

The evaluation scheme is built on three main components: 40 points for the proposed investment, 30 points for the level of employment and 30 points for the monthly rental fee. This formula suggests that the highest financial offer is not the only determinant; greater weight is given to the quality and volume of the investment.

Interested entities must submit a request for rental, stating the monthly rental offer, the purpose of using the property and the competition indicators according to the business plan. In case a term of more than 5 years is required, as in this case, where the term is 20 years, the business plan must describe in detail the first five years of activity, as well as include forecasts for the following period.

The documentation must be accompanied by a series of self-declarations, including NIPT/NUIS data, payment of tax and social security obligations, a declaration of criminal status and court proceedings, and, if the entity operates in state facilities, a declaration of payment of relevant obligations. In case of finding false data, the commission has the right to immediately disqualify the entity.

The documentation must be original or notarized and submitted at the time of the opening of the competition.

This announcement comes at a time when Himara is consolidating itself as one of the most dynamic coastal tourism destinations, while the state is orienting public assets towards partnership models with the private sector, with an emphasis on quality investments and local employment. For tourism investors, the “Marine Facilities” represent an opportunity for long-term development in an area with high potential, but at the same time with the obligation to preserve the natural identity of the territory.
