
On October 12, 2023, the Municipality of Kolonjë held a tender worth 202 thousand euros for the reconstruction of the Gjonç Reservoir dam and the construction of mountain dams in the villages of the Municipality of Kolonjë. The winner of the tender was announced a month later, on November 14. It was the merger of companies between Rehovar and B93 II.
According to documents reviewed by Kapital, the contract between the parties was signed on December 6, 2023, and it stipulated that the deadline for completing the work would be 4 months.

Conclusion of the contract
But Çuçka and Spiro Zoto had decided to celebrate the end-of-year holidays well. Three weeks after signing the contract, Erion Isai paid the full amount of 210 thousand euros to the Rehovari company for the dam reconstruction tender.

Invoice payment
Even if the company had acted in record time, three weeks would not have been enough even to mobilize the construction site, let alone fully complete the work.
Çuçka's administrator company
Rehovari shpk is a company founded in 2017 by Spiro Zoto. Until 2020, the company was nothing. But with the election of Erion Isai as head of the Kolonjë municipality, Rehovari began to rise rapidly.
However, the Lakror dams were opened in 2023. A week before the tender for the Gjonç reservoir was held, the company changed owners.
Spiro Zoto donated 100 percent of the shares to citizen Euljon Hasko. According to a report filed with SPAK by a lawyer named Esmerald Xhafa, these changes were related to another fact. Spiro Zoto had been appointed by Isai as administrator of the Qendër Kolonjë unit.
But who was the buyer of the shares? Euljon Hasko was the mayor of Starja, who went to Isai's meetings. In short, Rehovari was the 5D of the Municipality of Kolonja, the company through which the mayor and his subordinates awarded tenders to themselves.
But the Rehovar tenders are not Çuçka's only exploits. Several other tenders won by the Olsi and Behar Çukajt companies and Zeqillari and Adriatik Zeqillarit are also suspected of being corrupt.
For these reasons, SPAK investigated Erion Isai for more than a year and this Wednesday decided to indict him, accusing him of violating equality in tenders, abuse of office, and falsification of documents.
