With a strong mandate of 83 lawmakers in the Assembly, the Rama 4 Socialist government has big ambitions for the next 4 years. Edi Rama's government program for the fourth mandate, which Report TV has obtained, is divided into three main pillars, at the top of which is "European Albania, the goal of integrating the country into the EU by 2030."

The second pillar is based on "Sustainable Economic Growth", while the third promises that the government will focus more on citizens with "Well-being for All" during this mandate.

After what Rama himself has described as a tourism boom in at least 2 years, it is now expected to orient the sector towards sustainable tourism, so that by 2030, according to the government's ambition, Albania will find itself as a high-level tourist destination in the Mediterranean. To reach this level, among other things, the aim is to build 20 new marinas from Velipoja in the north to Ksamil in the south, as well as divide Albania into 6 tourist regions.

Special attention is expected to be paid to economic diplomacy, through which the government aims to double foreign direct investment in the country.

The development of the military industry will be one of the government's priorities, raising and strengthening "Made in Albania" production with a focus on ammunition, light weapons, armored vehicles, civil emergency vehicles and unmanned systems.

Criticized for the lack of infrastructure, which made it difficult to deal with the fires this summer, the government promises that during this four-year period it will purchase two firefighting aircraft, a reinforced ground fleet, and the establishment of four new regional civil emergency centers.

The government promises to support the justice system with artificial intelligence. This involves establishing an integrated case management system in all courts and prosecutors' offices by 2028, including artificial intelligence modules for case management. The next objective is the adoption of a new Criminal and Civil Code aligned with EU standards.

It aims to move public administration towards "paperless" operations, significantly reducing the use of physical documentation. Meanwhile, for transparency and accountability over public spending and projects, the government will once again have the help of artificial intelligence by empowering the "Transparent Albania" portal.

Public procurement, as Rama promised with the creation of the "Diella" department, will be left in the hands of a completely automated system through Artificial Intelligence, through which it aims to eliminate corruption, abuses and human intervention.
