From the Academy of Sciences to the universities of Shkodra and Elbasan. Knowledge institutions in Albania are mired in corruption and produce more theft than knowledge. Several administrative investigations by the Public Procurement Agency have led to the suspension of dozens of employees at the university and the Academy of Sciences for abuses with public tenders.
Kapitali publishes the results of the investigations, which are a great stain of shame for the institutions that should have been the seeds of the integrity of society. At the University of Shkodra, the APP has found serious illegalities in 9 tenders, from the drafting of specifications to the evaluation of the winners. After the investigation, the APP has proposed taking disciplinary measures for 20 employees of the Luigj Gurakuqi University.
"Based on Article 23/e and Article 132, point 3, of Law No. 162/2020 "On Public Procurement", as amended, the PPA decided to propose taking disciplinary measures against 20 (twenty) persons, identified as responsible for violations and deficiencies found in the decision," the monitoring report states.
But the University of Shkodra is not the only academic institution covered in theft. At the University of Elbasan, investigations have yielded the same results.
"In accordance with Articles 23/e and 132, point 3, of Law No. 162/2020 "On Public Procurement", as amended, the PPA decided to propose to the head of the Contracting Authority to take disciplinary measures against 8 (eight) persons, identified as responsible for the shortcomings found in the decision," the PPA reveals.
But the icing on the cake is the Academy of Sciences. What should have been the temple of knowledge and integrity of Albanian society has in fact turned out to be a common institution that abuses public tenders.
"Based on articles 23/e and 132, point 3, of Law No. 162/2020 "On Public Procurement", as amended, the PPA decided to propose to the head of the Contracting Authority to take disciplinary measures against 7 (seven) persons, for shortcomings identified in the decision," states the PPA's investigative report for the Academy of Sciences.
The documents made public do not indicate the category of disciplinary measures taken against university employees and those of the Academy of Sciences. But the fact that measures are being taken against 35 officials in three knowledge institutions as tender abusers is enough to prove that knowledge institutions in Albania steal more than produce science. Not to mention the arrests of SPAK in Kamëz.
