The Competition Authority has called on Albanian citizens to report any complaints, issues or concerns they have regarding the mobile services market. Through an official announcement, the Competition Authority announces that it is investigating the two mobile companies Vodafone and One, so any complaints are welcome.
"The Competition Authority, in the exercise of its legal powers, has opened a preliminary investigation into the retail mobile services market, which includes the companies Vodafone Albania SHA and One Albania SHA, for the period January 1, 2022 - July 25, 2025. This investigation aims to protect the interests of Albanian consumers, by guaranteeing a free and competitive market, where each user has the opportunity to choose the service that suits them best, with quality and at fair prices. For this reason, the Competition Authority invites all users of mobile services who wish to share their complaints, problems or concerns regarding this market, to address them to our institution," the Competition Authority's announcement states.
According to the announcement, complaints can be submitted physically to the Authority or through the official e-mail address: [email protected].
At the beginning of the year, the Competition Commission placed Vodafone Albania SHA and One Albania SHA under preliminary investigation in the retail mobile services market. The Competition Commission announced that the investigation was initiated by several complaints filed with the Competition Authority regarding the price increase of prepaid packages by the company Vodafone Albania SHA, as well as subsequent complaints during 2024 regarding the company One Albania SHA.
"From the assessment of the information during the monitoring, it was found that the behavior of the enterprises Vodafone Albania SHA and One Albania SHA in the retail market of mobile services may constitute a restriction of competition within the meaning of Article 4 and Article 9 of Law No. 9121, dated 27.03.2003 "On the Protection of Competition," the Authority's official announcement states.
Articles 4 and 9 of the competition law deal respectively with prohibited agreements and abuse of dominant market position. According to the CA, the mobile telephony market has been and remains a market in special focus of this institution with the aim of not only protecting competition but also of the consumer.
Due to acquisitions and mergers, the mobile phone market in Albania is now left with only two players, Vodafone and One.
