
The Albanian government will issue exclusive bonds only for individuals. The news is announced in the public debt management strategy 2025-2029.
"Within the framework of diversifying funding sources and expanding the investor base, the Medium-Term Debt Management Strategy 2025-2029 will aim to assess the possibility of introducing Government Bonds for Individuals," the document states, which has been submitted for public consultation and will then be approved by the Council of Ministers.
Bonds are securities through which the government borrows money from the market. Currently, the Albanian government issues bonds with different maturities from 2 to 15 years. But until now, these instruments are offered in open auctions, where not only individuals participate, but mainly banks and other institutional investors such as investment funds or pension funds.
According to the strategy prepared by the Ministry of Finance, Government Bonds for Individuals will be offered exclusively to citizens, excluding banks or other institutional investors from these auctions. So, Albanian citizens who have savings will have the opportunity to purchase government debt in special auctions only for individuals.

Public debt management strategy
"This instrument aims to increase citizen involvement in financing state debt, promote a culture of long-term savings, and improve fiscal sustainability through reducing dependence on institutional markets and foreign financing," the strategy states.
According to the Ministry of Finance, this instrument has a number of advantages, as it diversifies the government's sources of financing and reduces dependence on institutional financing and large issuances in international markets.
Likewise, the Ministry of Finance says that the issuance of these bonds will expand the base of domestic investors, increase the stability of debt financing, and promote a culture of savings and investments among citizens. In the Strategy, the Ministry of Finance does not specify what maturity these bonds will have, but clarifies that they will be short-term and medium-term.
