
In early January, the Port Authority of Durres announced the winner of the tender for the detailed design of the Porto Romano-Sukth railway line, with a limit fund of 23.7 million lekë. After all the legal deadlines for appealing the tender had passed and the APD was drafting the contract, a complaint against the tender in question arrived in the electronic system of the Procurement Commission.
The complainant was none other than Illyrian Consulting Engineers. So the company that was declared the winner of the tender and that was entering into the contract with APD had complained against the tender that it had won. The Digital Corruption Swamp has begun to make humor and even subtle.
After the tax system that imposes on businesses obligations 10 times higher than reality, there is now the electronic public procurement system, which fabricates false complaints. The wonders of digital Albania no longer have limits.
Immediately after receiving the complaint, the Public Procurement Commission contacted the Durrës Port Authority, requesting information about the procurement procedure.
"Regarding the complaints with Application No. A/2026/627 and A/2026/6268, please attach the relevant documents to continue publishing the complaints," the PPC's email to the Port Authority said.
Faced with the surprise, APD specialists did not know how to respond.
"We fail to understand what documentation you are requesting from us regarding the publication of complaints. Furthermore, the complaining economic operator is
the first classified operator in this procurement procedure, and the type of complaint is for tender documents, while the procedure is in excess of the deadlines for complaints after evaluation," the Port Authority responded to the PPC.

APD's response
In parallel, the APD also requested information from the tender winner, Illyrian Consulting Engineers, about what complaint it had made against the tender it had won.
The company's response was not long in coming. "We would like to inform you that ICE sh.pk has not filed any complaint. We believe that this is a possible system error on the e-Albania platform. For this reason, we have responded to the KPP, as you can read below, and we would like to make the same clarification with you," the company's letter stated.

ICE's response
The story of the fake complaint lasted for several months, until the KPP came up with a decision even more ridiculous than the phantom complaint itself. The KPP ruled that due to exceeding the deadlines, the complaint was illegal, even though the complaint itself was fake.
