The state-owned company for the production of identification documents seems to have turned into a den full of thieves. The Public Procurement Agency has audited 11 tenders conducted by the company Identitek. According to the PPA report, almost all of the tenders resulted in flagrant violations of the law.

The report states that the company conducted tenders by inflating the limit fund in violation of the law. Also, in some cases, it was found that the technical specifications set in the procedures were not in accordance with legal criteria.

Another category of violations found by the audit is the evaluation of winners in an illegal manner, while in the end it was found that for the tenders held there is no documentation at all proving the implementation of the contracts.

For this reason, the Public Procurement Agency has proposed taking measures against a total of 23 employees of the state-owned company that has a monopoly on the production of passports and identity cards. However, the type of measures and the hierarchical level of the employees who are proposed for the measure are not disclosed.

Identitek was founded in March 2023, after the end of the concession held by the company Aleat. The company's shares are owned by the Ministry of Interior, and it is currently headed by administrator Freskida Halilaj, who replaced Loina Prifti in October last year.
