Although the scheme has been published in the Official Gazette for more than a month and was presented by Minister Andis Salla as an added support for farmers, the process continues to remain blocked and without clear deadlines.
For weeks, Minister Salla has been holding promotional meetings, while the latter has not yet drafted the instructions that determine the application criteria, Top Channel reports.
"At the moment we are talking, we have a DCM for 2026, but there is no joint instruction of the ministries. The de facto implementation of support schemes in the ministry has not yet begun. At the end of each year, we must think about the next schemes based on sectoral analyses, based on economic analyses, which means analyzing the cost of a certain product and analyzing the demand and supply in the market, and then deciding how to intervene with subsidies," said agricultural expert Ndoc Fasllia. The problem is further deepened due to the role of AZHBR because the latter has not secured the maintenance contract for the system that manages farmers' applications, this contract gives farmers the right to apply in e-albania. Without this link, the process remains paralyzed.
According to sources from Top Channel, applications may be postponed until August, a delay that directly hits farmers at the peak of the season.
"I think that the delays in financing are completely unjustified and directly affect domestic production. April-May are the most intensive months in agriculture in terms of field cultivation. All this artificially increases costs and domestic production becomes less competitive," the expert said.
The failure to provide the 25 million euro fund on time is a blow to livestock and agriculture, after the three-year suspension of funds from the European Union due to government corruption.
