In the Economy Commission, SP MP Erion Braçe said that the insurance market lacks competition and that companies have made an illegal agreement by fixing prices and services at the expense of citizens. According to him, this is also accepted by institutions such as the AFSA or the Competition Authority, which play ping-pong with their powers.

"Nothing has changed in this market over the years, the same operators, the same tariffs and the same problems and barriers. The main barrier in that market comes from the operators, it is what we have discussed here and you threw the ball to the Competition Authority, tomorrow the Competition Authority will come here and will pass the ball to you, because it is a hot ball. That is why foreign investors are leaving, because this market does not have a free market but an illegal agreement that has been accepted by you, by the Competition Authority and then by the citizens", said Braçe.

Brace also criticized the new bonus-malus scheme for car insurance, saying that it favors companies and not citizens.

"I expected the application of the bonus-malus system to break this illegal agreement. 3 years written in the law, 3 years were not done, because it left the implementation of the bonus-malus to the companies. You did not do it either, in a very clear agreement with each other, while citizens continue to pay dearly. The act that you have not issued is not a European model, the Italian model has 18 classes not 3. The Italian model, both in bonus and malus, is very fast, for a year without accidents you go up one level, while for an accident you fall two levels down. Where does our model match Italy, Spain or Finland?

The bonus is from 0.95-0.98, so if I behave well from the base level of 1%, the benefit will still be from 0.95-0.98, while all the ones I mentioned have the bonus as an incentive to behave well on the road, while the malus is a punishment.

How can Albania be divided into Berat, Dibër and Kukës and then all the rest. I am from Tirana, I have not done any harm, why should I be penalized with this? And where is the bonus here, or should I go and get a passport in Berat, Dibër and Kukës to benefit? It is not normal, and it is in the interest of the companies.

"I get the bonus because I'm an MP, not because I behave. I pay 180 thousand lekë, and that gangster who has the nice car gets a bonus and pays 180 thousand lekë. This is where the market has collapsed," said Braçe.
