The Vlora Stadium will have 10 towers, including a 40-story monster. The Albanian Investment Corporation has almost completely changed the project of the Belgian studio XDGA, which was declared the winner in the international competition, adding towers endlessly.

The Belgian studio's initial version contained only 4 towers, each 50 meters high, in the sports complex. But the new, modified version envisages 10 towers, including one 40 stories high.

The corporation revealed that the addition of the towers came after a feasibility study was conducted on the project on the ground.

"To finance the reconstruction of the stadium, the existing sports complex will be relocated near the area where the Olympic swimming pool was located. The freed space will be used for the construction of the Flag Tower, as well as two hotel towers and an office tower," the Corporation said in updated project documents.

A day ago, the Vlora Municipal Council approved the draft agreement for the project "Revitalization of the "Flamurtari" sports complex, stadium, sports palace and surrounding urban area" and granted authorization to the mayor to sign the agreement.

After a debate lasting more than 2 hours, the Council approved, with 30 votes in favor and only 4 opposition votes against, the draft decision, which gives the green light to the project by authorizing the Investment Corporation to continue the tender procedures.

The Flamurtari Stadium revival envisages a model similar to that of the National Arena stadium, but with more towers. According to the model, the private party, which will be declared the winner, will build a 12,000-seat stadium with its own money. It will also build a 6,000-square-meter sports palace and an Olympic-size swimming pool, which will be transferred to the state.

In exchange, the private sector will have the right to build 140,000 square meters of residential towers, offices and hotels. According to the procedure documents, the entire project is expected to cost around 170 million euros.

The game with surfaces

In the tender documents, the Investment Corporation says that the competition will begin with the floor criterion, according to which the state must benefit from at least 45 percent of the total construction area of the project.

But, although at first glance, this seems like a very profitable deal, the catch is what the Corporation calls the surface area. After questions from opposition councilors, the day before at the Vlora Municipal Council meeting, it became clear that the government considers the surface area of the stadium, sports palace and swimming pool to be 45 percent of the public part.

In short, the state will receive about 30 thousand square meters of stadium area, another 6 thousand meters of area in the Sports Palace and part of the Olympic swimming pool, which total 45 thousand 100 square meters.

The private company will take over the entire surface area of the towers, which will amount to about 140 thousand square meters of construction. In short, the model is identical to the National Arena stadium in Tirana, except that in Vlora there will be, not one, but 10 towers for the private company.
