The story of the construction of the tower on the ATSH site, called "VOID Tower", has taken an unexpected turn. Initially, the winner of the project was Armando Duka's Aiba company, after in March of this year the Investment Corporation announced it as the most favorable offer: the Albanian state would take 46.1 percent of the construction space, while the rest would go to the private builder.

Also in the race was the Progeen company of businessman Genc Kuçuku, which had offered 45 percent for the state, less than Duka's offer.

But, as Skyweb.al exclusively learns, during the negotiation phase between the Investment Corporation and the Duke's company, a final agreement could not be reached. As a result, the project was transferred to Kuçuk's Progeen, automatically reducing the percentage of space remaining to the Albanian state from 46.1 percent to only 45 percent.

In practice, this means that the state loses part of the area that would benefit from construction, giving more meters to the private sector.

The tower is expected to be built on the land and existing state building, where the Educational Services Center is located today and where the Albanian Telegraphic Agency and the Ministry of Environment previously operated. It is a preferred area, on the edge of Lana and near “Jean Dark” Boulevard, very close to the center of Tirana.

According to the project, the private company will build a gigantic area of ​​87 thousand square meters, with an investment cost estimated at around 110 million euros. In exchange, the Albanian state will receive a percentage of the constructed area, while the administration of the new building will remain in the hands of the private company.
