Following the revelation of the scandal over tender abuses at the National Agency for the Information Society (AKSHI) and her placement under "house arrest" security measure, Director Mirlinda Karçanaj has delegated management powers.
Mirlinda Karçanaj has delegated her powers as head of AKSHI to Romina Kostani.
"In support of Law No. 44/2015, "Code of Administrative Procedures of the Republic of Albania", Law No. 90/2012 "On the Organization and Functioning of the State Administration", Law No. 43/2023 "On Electronic Governance" as amended, Chapter V, article 21, point 5 of Law No. 162, dated 23.12.2020 "On public procurement" as amended, Chapter IX, article 73, point 2, of Decision No. 285, dated 19.05.2021, of the Council of Ministers, "On the approval of public procurement rules", as amended, as well as Internal Regulation No. 2740 Prot., dated 20.6.2025 "On the duties and functioning of the National Agency for the Information Society.
I ORDER:
1. Delegation of powers to the Director General of the National Agency for the Information Society and the authorized officer, Ms. Romina Kostani, Director, Directorate for Coordination of the Digital Agenda and e-Gov Projects with Foreign Funds.
2. Delegation of powers to the Head of the Contracting Authority for the National Agency for the Information Society, Ms. Romina Kostani, Director, Directorate for Coordination of the Digital Agenda and e-Gov Projects with Foreign Funds.
3. Delegation of powers of the Director General of the National Agency for the Information Society on decision-making in cybersecurity matters to Mr. Enis Ylli, Director, Directorate of Monitoring and Cyber Protection for e-Gov Systems and Infrastructures and Mr. Marko Cela, Director. Directorate of e-Gov Infrastructure.
4. The delegated powers of the head will be exercised from 18.12.2025 until the repeal of this order.
5. The Director of Coordination of the Digital Agenda and e-Gov Projects with Foreign Funds, the Director of Monitoring and Cyber Protection for e-Gov Systems and Infrastructures and the Director of e-Gov Infrastructure are charged with the implementation of this order.
6. The Protocol Archive Sector is charged with the notification of this order.
"This order takes effect immediately," the decision states.
