The reconstruction of earthquake damage has turned into a real saga, not to mention a serious criminal affair, where some institutional leaders are acting openly, giving millions of euros to favored firms, without batting an eyelid or fearing the Special Prosecution Office.
The most flagrant case comes from Durrës, where the mayor of this municipality, Emiriana Sako, does not want anyone to know about it, not even about the reports of the Albanian Supreme Audit Office, the reports to SPAK, or local law enforcement institutions, while she continues to sign zero-sum contracts with the firm "Rajli".
In fact, this affair involves not 1 but 3 women, who have created a terrifying trinomial to extort public wealth, this with the justification of reconstruction after a very deadly disaster, but which has so far proven profitable for all the actors involved. Vox News has continuously reported on a "love affair" between Sako and the firm "Rajli", a company owned by two other women, Enkeleda Gojashi and Lediana Mata.
And it could not have happened otherwise in the next tender or procedure, which was finalized at the end of March 2026, as there are doubts that the criteria set by Sako fully suit Enkeleda and Lediana. The mayor herself signed the document, concluding the contract, despite the fact that the offer of the "Rajli" firm was not the lowest in this procedure.
Another file worthy of the Special Prosecutor's Office or the National Bureau of Investigation, as they only need to track down the millions to find out who benefits from them.
Vox News has researched new documents issued by the Municipality of Durrës, which have as their object "reconstruction of the buildings of administrative units number 1 and number 4, in Sukth and Rrashbull". The limit fund of this procedure was 37,681,160 lekë excluding VAT, while the deadline for the execution of the contract is 140 days.
The contract was signed on March 2, 2026, while the publication was made at the end of last month. The name, as described above, is very well known to Sako or its subordinates, "Rajli", a company that simply has its name on the documents and everyone is "queued" to give it the agreed values.
The doubts of the controlling institutions or even the law enforcement ones are great, since it is enough to look at the "party" line between this trinity to understand that the tenders that this company wins are predetermined. Then, one must look at the criteria set by the Municipality of Durrës, which are "sewn" to the order of Enkeleda and Lediana.
Vox News ka denoncuar edhe në të kaluarën “dashurinë” e Sakos me firmën “Rajli”, të cilës i ka dhënë miliona euro për rindërtimin. Favorizimet e Sakos në drejtim të kësaj firme janë denoncuar publikisht edhe nga Kontrolli i Lartë i Shtetit.
“Bashkia e Durrësit i ka dhënë një tjetër tender kësaj firme, madje me vlerë 99 % të fondit limit. Kjo firmë ka qenë e vetme në garë, duke lënë vetëm disa qindarka nga i gjithë fondi. Ka dyshime se kjo kompani është në ‘pronësi’ të vetë Sakos, duke nisur nga lehtësia me të cilët i fton procedurat në këtë bashki dhe se si kryetarja firmos milionat e eurove” do të denonconte redaksia jonë në fund të vitit 2024.
Në atë kohë, kjo kompani u shpall fituese nga Bashkia e Durrësit për tenderin me objekt “riaftësim strukturor i pallatit nr.1047 (ARVI), Rruga Taulantia” me fond limit 74 milionë lekë. “Në tender ka marrë pjesë vetëm bashkimi i operatorëve ekonomikë ‘Rajli Ndërtim’ dhe ‘Sireta 2F’ me një vlerë 73.984.248” thuhet në këto dokumente, teksa ka lënë “rrugës” vetëm 95.519 lekë, as 1 mijë euro!
Vox News ka mësuar se procedurat e tenderëve të rindërtimit nga Bashkia e Durrësit kanë kaluar edhe në “sitën” e Kontrollit të Lartë të Shtetit, i cili ka dalë me një konkluzion se kryetarja Emirajana Sako “prokuroi dhjetëra miliona euro në shkelje të ligjit tek një grusht kompanish gjysmë fiktive”.
Në datën 3 shkurt të vitit 2022, Bashkia e Durrësit zhvilloi një tender me vlerë 2.1 milionë euro për lulishtet e disa pallateve në Rrashbull. Fitues u shpallën “Rajli Ndërtim” dhe “G.P.G Company”, teksa KLSH shkruan se dhënia e kontratës ishte në shkelje të ligjit, për shkak se “Rajli Ndërtim“ nuk plotësonte kriteret dhe kompanitë nuk kishin përcaktuar përqindjet në marrëveshjen e bashkëpunimit.
Mësohet se “Rajli Ndërtim” nga viti 2019 deri në ditët e sotmeka marrë dhjetëra miliona nga Bashkia e Durrësit, ndërkohë që të gjitha procedurat kanë qenë “të mbyllura”. Bashkia u justifikua me gjendjen e tërmetit, por këto kompani vijuan të marrin para’, teksa në total morën mbi 25 milionë euro.
Vox News ka shfletuar dokumente të tjera, tenderët e shpallur apo edhe bilance në QKB, ku rezulton se megjithëse firma përfitoi pjesën e “luanit” në tenderat e Bashkisë së Durrësit, sërish bilancet janë të vogla. Në qershor të vitit 2025, dy aksionerët e firmës, Gojashi dhe Mata, dorëzuan bilancin e vitit 2024, ku në atë vit ato deklaruan një fitim prej 32,921,323 lekë, fitim i cili kaloi për divident, pra u nda.
Dyshimet e tjera janë se paratë e rindërtimit shpërndahen në disa kompani të tjera, satelite, me lidhje të afërta me disa eksponentë të mazhorancës apo edhe të vetë kryetares së Bashkisë së Durrësit. Janë fryrë kostot e punimeve, apo të materialeve, vetëm e vetëm që të “kënaqen” të gjithë.
