
A scandal with elements similar to the AKSHI file appears to be taking shape this time within the Central Election Commission, raising suspicions of a repeated pattern of abuse of public tenders, involving the same actors and the same methods of action.
This is about the tender for the maintenance of existing CEC modules, with a limited fund of around 43 million lekë, which for months has turned into a fierce clash between participating companies, CEC officials and, most recently, the Public Procurement Commission.
Several companies participated in this procedure, submitting the following bids: “INSTANT.AL” with a bid of 33,700,000 lek, rated 89.7 points, “EVOLVE WEB STUDIO” with a bid of 33,000,000 lek, rated 90.9 points, as well as the merger of the operators “INTELISOFT” and “wOë DIGITAL” with a bid of 40,823,564, rated 112.4 points. The latter was also declared the winning bid by the CEC, even though it was the highest.
Complaint after complaint
The tender was announced in June 2025, but remained blocked for months due to successive complaints, until the intervention of the Public Procurement Commission, which suspended the final announcement of the winner by the CEC, requiring the fulfillment of several previous conditions.
From the review of the documentation and complaints, Skyweb.al has identified an element that raises serious suspicions of manipulation of the process. In one of its decisions, the PPC finds that the electronic procurement system was interfered with by an unauthorized person, who was not part of the Bid Evaluation Committee.
According to the verification, the Bid Evaluation Commission consisted of three members: Daniela Alimemeti, Redion Lila and Fatjona Sulaj. However, as the KPP ascertains, another user named "Jonakqz Josifi" appears in the system, who carried out the re-evaluation of the bids.
This user, says the KPP, has given 0 points for the offers and technical proposals of "INSTANT.AL" and "EVOLVE WEB STUDIO", while he has evaluated the offer of "INTELISOFT & WOW DIGITAL" with maximum points for all five criteria.

Ms. Jona Josifi is the acting Secretary General of the CEC, who in fact has no formal role in this procedure and is not part of the Bid Evaluation Committee. This fact was also emphasized by the CEC itself in its findings.
The actor of the AKSHI scandal in the Celibashi anteroom
The scandal takes on even greater proportions when analyzing the company that benefited from this revaluation. "INTELISOFT", in the documents, is owned by Mr. Gëzim Hoxha, a name known in the AKSHI file and in the SPAK investigations.
Hoxha is also the owner of the company "FIRST", which is mentioned in many files of the AKSHI file as one of the main beneficiaries of tenders in the information technology sector.
According to the investigation, he has benefited from tens of millions of euros from public tenders, while in one case he declared the benefit of around 60 million euros from the National Agency for the Promotion of Education, part of which was later transferred to related entities, including associates such as Ermal Beqiri.
Gëzim Hoxha's name also appears in the Durana Tech Park affair, where a group of companies linked to the actors in the AKSHI file allegedly built a scheme to transfer activity to technology parks, with the aim of avoiding taxes through new companies, but with the same real beneficiaries.
This scheme was stopped after the intervention of SPAK, while the investigations continue and the GJKKO has imposed security measures against some of the characters involved, including Gëzim Hoxha. The latter also turns out to be the brother of the Foreign Minister, Ferit Hoxha.
Jona Josifi denies having interfered in the tender, but the KPP denies it
Skyweb.al addressed the Commissioner with a request for information, seeking data regarding the findings of the PPC and the role of Ms. Josifi in this tender, where she is not actually part of the Bid Evaluation Committee.
In the response given to the editorial office, now in the role of Secretary General-in-Chief, Ms. Josifi emphasizes that she has not conducted any reassessment of this procedure after December 9, 2026, without actually denying the previous interventions. On the other hand, the KPP states that the intervention in the system was carried out on December 16, 2025.
"In the context of transparency, we inform you that Ms. Josifi has not conducted any reassessment of the procedure since 09.12.2026 and has no role in this procedure. For the parties to the process, this fact is easily verifiable from the correspondence made available to the Public Procurement Commission," states the response that the CEC sent to Skyweb.al.
In relation to this procedure and the role of Ms. Jona Josifi in this tender, skyweb.al is also verifying other information, according to which the company "INTELISOFT" may not actually be under the control of the owner declared on paper, but may be used by persons connected to senior CEC officials, with direct interests in this tender.
In this context, the scandal raises strong questions about the role of the institution's leaders, including Chief Commissioner Ilirjan Celibashi, and about the way in which a procedure that has already gone from a technical tender to a matter with high criminal potential was administered, and whether there was an agreement between him and the Secretary General to predetermine the winners.
The similarities with the AKSHI scheme are clear: Same companies, same actors, and a repeated pattern of intervention in procedures to guide the winner.
It seems that we are dealing not simply with an isolated case, but with a structured model of manipulation of public tenders that is shifting from one institution to another.
