The government has approved, through a special decision, the procedures and criteria for how online betting licenses will be granted. According to the decision, licenses will be granted through a single-stage competition, which will be announced by the Licensing Commission.
This Special Commission announces the date of the competition and the number of licenses to be distributed. Interested companies will submit their applications to the Gaming Supervisory Authority, according to the format specified by the Law on Gaming. According to the decision, applications should be submitted only by legal entities registered as joint-stock companies.
"The opening of applications is carried out by the Licensing Commission with the assistance of the technical secretariat simultaneously for all applicants, on the date, place and time specified for the opening of their applications in the competition notice. The application opening process must be continuously monitored with cameras and audio," the government decision states.
After opening, the Licensing Commission submits the applications to the Gambling Supervisory Authority, where a special working group will assess whether the documents are in compliance with the law and will compile the relevant report, which it submits back to the Licensing Commission.
For those applications that are assessed as compliant with the law, the Commission will conduct the assessment according to a methodology, where 30 points are for the value of the fee, another 30 points for experience in the field of gambling, the business plan has 5 points, organizational capacity 20 points and the software solution 15 points.
