Llogara Tunnel tests beam, payment to be made within a month

Within this month, for the first time since its inauguration in May 2025, passage through the Llogara Tunnel will be charged for all vehicle categories.

The toll for cars is expected to reach 250 lek for a one-way trip, or about 500 lek round trip, bringing the cost to approximately 1 euro per kilometer on this 5.9 kilometer segment.

On the ground, authorities are conducting final tests of the electronic systems that will enable toll collection. Security cameras, electronic control devices and supporting infrastructure are being verified to ensure the system will function smoothly once the payment is officially launched.

The fee structure is differentiated according to vehicle categories. Motorcycles will pay around 100 lek, while heavy-duty vehicles will pay up to 5,000 lek per pass. For vehicles with bodywork, the fee will be 500 lek, while for vans and buses it goes up to 1,000 lek.

At the same time, the government is expected to also determine prepayment schemes through special cards, which may include facilities for residents of the area.

Emergency services vehicles, including police, firefighters, ambulances, the military, as well as people with disabilities, will be exempt from the payment.

The management of this system will be carried out by the National Road Operation Authority, a joint-stock company with state capital, which will administer the revenues and the full functioning of the charging system.

The Llogara Tunnel, one of the largest infrastructure investments in the south of the country, consists of a main gallery and an emergency tunnel, and has so far operated free of charge for road users.

Meanwhile, the project remains in focus for legal developments. SPAK has filed a lawsuit against former Deputy Prime Minister Belinda Balluku, as well as former road sector leaders, for violating equality in the construction tender worth around 190 million euros.
