Porto Romano Road/ The order that cost citizens 4.5 million euros in corruption

New wiretaps transcribed in the SPAK file on Deputy Prime Minister Belinda Balluku shed light on another corruption affair. It concerns the construction of the Porto Romano-Durrës road, lot 3, ongoing.

From the examination of the data of the expert report no. 195, dated 26.09.2024, of the “Blackberry” mobile phone, model “BBF100-6”, seized from citizen Evis Berberi, the communication dated 24.08.2021, on the “whatsapp” application, where at 13:49, citizen Belinda Balluku sends the following message to citizen Evis Berberi:

"The Prime Minister asked me to meet Ram Geci."

After this message, at 13:51, citizen Evis Berberi sends citizen Belinda Balluku messages on the "Signal Private Messenger" application, with the text:

"He met him today. I'm passing by the office because I met him an hour ago at the construction site, I did a lap around the entire ring road."

At 1:52 PM, Belinda Balluku: "I'm at home, in short, with a cold."

At 1:52 p.m., Evis Berberi: "Obobo."

At 13:52, Belinda Balluku: "We'll take this to PR (Porto Romano), I say. How much is PR?"

At 13:53, Evis Berberi: "15 ml, around 10 ml euros without VAT, 15 billion lek".

The tender for the construction of the Porto Romano-Durrës road was announced three weeks after this communication between Belinda Balluku and her subordinate Berberi, precisely on September 16, 2021. The tender limit fund was predetermined at 1.24 billion lek or 12.8 million euros at the current exchange rate and the date of the competition was set for October 18, 2021.

Eight bids were submitted in the tender, with the lowest being that of Alb Building, which offered to build this segment for 736 million lekë or 7.6 million euros. A consortium of companies consisting of Trema, Elmazaj and Rruga Ura Afaltim 2 Elbasan offered 850.5 million lekë, while the third lowest bid was from a joint venture between Pe-Vla-Ku and Kupa shpk for 1 billion lekë.

Albstari offered 1.1 billion lek, while Geci shpk offered 1.17 billion lek or 12.1 million euros. The other three bids were 4 AM, Fusha and ANK which offered a price ranging from 1.2 to 1.4 billion lek.

But with the winner predetermined two months before the tender was held, the competition was a fictitious process and the offers submitted by the companies were simply worthless numbers. As agreed, the ARA declared the winner of the competition the company Geci shpk with a price of 12.1 million euros, disqualifying 4 other offers below it with various justifications.

Geci's offer for the construction of the road was 4.5 million euros higher than that of Alb Building, 3.3 million euros higher than that of the Trema-Elmazaj-Rruga Ura Elbasan trio, almost 1.8 million euros more expensive than Pe-Vla-Ku and so on.

This was the bill for corruption that Albanian citizens paid in the construction of the Porto Romano-Durres road, for tenders that were predetermined by meeting orders from the prime minister and in the WhatsApp messages of the Minister of Infrastructure and her suicide bomber subordinates.
