A newly established company, "Sungrid Albania", has emerged as the winner in a procedure developed by the Municipality of Vau i Dejës for the lease of an area of over 50 hectares in the Mnela area, for the establishment of photovoltaic parks.
Earlier, in early January 2026, three other companies, equally newly created and anonymous, won similar procedures from Mayor Kristian Shkreli, raising significant questions about an alleged favoritism scheme.
"Sungrid Albania" was registered with the National Business Center (NBC) on December 22, 2025. Its shareholder is Ardit Peqi, who has been selling fruits and vegetables in Lezha since 2024.
On the same day that "Sungrid Albania" was registered with the Central Register of Companies, i.e. on December 22, 2025, the municipality led by Kristian Shkreli announced the procedure for "leasing the area of 54.18 hectares, plots no. 6/a and no. 7 in the village of Mnelë, "For a photovoltaic park (stations, relevant facilities, etc.)...".
According to official documents, the floor price at the start of the competition was 7,747,740 new lek per year for the entire area.
The results of the leasing procedure were published in the Bulletin of the Public Procurement Agency on February 2, 2026. It turns out that only "Sungrid Albania" shpk participated in the competition, which submitted a bid of 7,747,740 lek per year, exactly the same as the floor price, determined by the Municipality of Vau i Dejës.
This dubious procedure is not the first time it has happened in the Municipality of Vau i Dejës, but it seems to have become normal.
The "Anonymous" of the photovoltaics of Vau i Dejës
On December 22, 2025, the Municipality of Vau i Dejës announced the "Start of the procedures for leasing for 10 (ten) years, through public competition for a total area of 306.83 ha divided into 5 lots... "For a photovoltaic park (stations, relevant facilities, etc.)".
On January 12, 2026, the municipality led by Kristian Shkreli announced the closing of the procedures and the winners for 4 of these lots. Official data shows that the winning companies were either created on the day the leasing procedure was announced or a week later, while it turns out that there was no real competition.
Lot I, with an area of 48.13 ha and a price of 7,508,280 lek per year, was won by “Enersun Park Albania”, owned by Alban Tarazhi. The winning company was registered with the National Business Center (NBC) on December 24, 2025, two days after the publication of the procedure by the Municipality of Vau i Dejës.
Lot III, with an area of 103.03 ha and a price of 4,128,410 lek per year, was won by “The Valley Green Solar” shpk, owned by Fato Sinaj. The winning company was registered with the National Business Center (NBC) on December 22, 2025, the same day as the publication of the procedure by the Municipality of Vau i Dejës.
Lot IV with an area of 56.92 ha and a price of 9,555,370 lek per year, was won by “Albvolt Solar” shpk, owned by Denald Pjetri. The winning company was registered with the National Business Center (NBC) on December 29, 2025, one week after the publication of the procedure by the Municipality of Vau i Dejës.
Lot V, with an area of 44.57 ha and a price of 6,952,920 lek per year, was won again by "Enersun Park", Alban Tarazhi's company, which also won the first lot of this procedure.
Now, the mayor of Vau i Dejës, Kristian Shkreli, has also announced the results of Lot II, which was won by "Sungrid Albania", a company that was registered just a few days before the procedure for leasing land in the village of Mnelë was announced, for the construction of photovoltaics.
