Since the beginning of this year, the National Agency for the Information Society has been in complete collapse. Although it had tendered at least 72 million euros in procurements, the ANA had not managed to finalize even 10 percent of them.

The reason? All tenders were appealed to the Public Procurement Commission by the duo of companies, Advanced Business Solutions and Datalog. Until a week ago.

Surprisingly, on August 13, Advanced Business Solutions withdrew from all of its pending complaints to the Public Procurement Commission. Even licking its own spit because in some complaints it accused of rigged tenders.

The sudden decision left the entire IT market surprised, as many tried to understand what had happened to Gerond Meçe, the owner of ABS. Had he reached an agreement that would reopen his access to AKSHI tenders, or had they been tipped off? Things would become a little clearer only a few days later.

A day earlier, the family of the former deputy director general of AKSHI reported his disappearance. For 10 hours, Daniel Shima remained missing, although the whole of Albania was looking for him and the news had been reported in all the media. Late at night, Shima returned home and told the police that he had been busy with his girlfriend, and had disappeared without a trace to reflect on.

Generally, in the event of a fight, women run away from home, but this time it was different and the husband ran away. A time of wonders and even great coincidences.

Daniel Shima and Gerond Meçe have worked together a lot. Until the time when Shima was the number two of AKSHI and signed every procurement procedure of this institution, Gerond Meçe was the absolute shark of IT funds. But both of them were cut off at the same time. Shima was dismissed from his post, while Meçe was suddenly cut off from all tenders at AKSHI.

This raises a doubt. Was the Shima-Meçe relationship simply one of two parties connected only by work or was there more to it?

There are rumors in the IT market that Daniel Shima has access to Meça's company. A kind of secret, paperless access, for which SPAK generally uses the term "de facto partner". But there is something else, which makes all the recent developments even more interesting.

For some time now, rumors have been circulating that SPAK will soon make a move in the IT world. It is even said that some junior directors at AKSHI have been found with cash during inspections of their homes. And when coincidences become a thing of the past, the process must be controlled. So they brought the news to both of them.

Initially to Meçe, who a week ago withdrew from all complaints with a button. Now the procedures have been unblocked and AKSHI has started to sign billion-dollar contracts. In short, the money started flowing again.

And after things were sorted out with Meca, Shima remained. For the latter, in AKSHI, they were afraid that he had started saying things he shouldn't. So they sorted this out themselves. With guidance from above and proposals from below.

Daniel Shima got into a fight with his girlfriend, got in his car, and disappeared for about 10 hours without a trace, to reflect at the Haxhi Aliu Cave, where there was no phone signal and he couldn't even watch the news that all of Albania was looking for.
