Banks want a payment monopoly/ Demand a 10-fold reduction in the limit for cash

The Albanian Banking Association asked Parliament to lower the limit on cash payments by individuals to 500 euros. In the new fiscal package, the government has foreseen that the limit on cash payments for individuals will be up to 500 thousand lekë and above this amount, transactions must be processed through banking channels.

But the Banks Association says this limit is too high.

"Setting a ceiling of 500 thousand lek for individuals is beyond any analysis and experience. Countries in the region, such as Greece and North Macedonia, have the limit of 500 euros and they have it the same for both businesses and individuals," said the Secretary General of the Association of Banks, Spiro Brumbulli, at the Parliamentary Committee on the Economy.

According to him, it makes no sense to set a limit of 500 thousand lek for an individual, when the average salary is around 90 thousand lek and while the limit for businesses is set at 100 thousand lek.

"Our proposal is that the ceiling for cash transactions be somewhere around 50-60 thousand lek. I don't understand what the argument is for a ceiling of 500 thousand lek," Brumbulli told MPs.

The 2026 fiscal package sets a limit for physical cash payments for individuals for the first time. This limit has been set at 500 thousand lekë, while for businesses the cash payment limit is proposed to be reduced to 100 thousand lekë from 150 thousand lekë which it has been until now.
