Zamira has joined the majority's workshop where custom-made laws are sewn together, and without thinking twice, she proposes that Law 2710 of 2007 on tourist ports in the Republic of Albania be amended.

Zamira writes in the report: "Law 9710 provides for a general rule, the implementation of tourist ports according to competitive concessionary rules, while the Law on Strategic Investments determines specific administrative procedures."

Therefore, the new MP, who has not yet warmed up her seat, sees fit that Law 9710, which requires that the construction and operation of tourist ports be awarded through a competitive procedure, be exempted from this rule and awarded without competition when they are part of strategic investments because, according to Zamira, the overlaps between the two laws cause delays.

It's not a sin for Zamira to not know the laws, she's new to the job, but not to read them before proposing changes with her signature is painful.

First, Zamira proposes in early 2026 that a permanent law such as the one on the construction and operation of ports be amended and adapted to a temporary law that ends in December 2026.

Second, if he had read the Law on Strategic Investments, he would have read Article 17 thereof, which states:
"When the legislation in force provides for the development of competitive/tender/concession procedures only after the selection of the winning entity of the competition and if the proposed project meets the requirements of this law, the Agency, in cooperation with the institutions/entities responsible for strategic investment, according to the areas of responsibility, evaluates the proposed project and proposes to the Strategic Investment Committee the approval of the status "Strategic investment/investor, assisted/special procedure".

So the Strategic Investment Law is clear if the strategic investment includes the construction of ports for which the legislation in force requires a competitive/tender/concessionary procedure/only after the winner of the concession is selected through competition is the investor status granted.

Third, the MP says that this draft law is in line with the government's vision, not that the proposed change is not in line with the requirements of European legislation, which she and her colleagues swore they would incorporate into our laws by 2027.

Zamira has most likely been given this draft law ready, and the reward for the benefactor who put it second on the closed list is to propose it without thinking, even though this amendment allows the prime minister to give away public property without competition as if he were its sole owner.

It's not easy being a mercenary, the reward is heavy! You'll have to be impressive in your effort to remain presented as a mercenary!
