Two months after expectations for revenue and expenditure changed, the state budget for this year will be revised again. Report TV learns that within December the budget will change again through a Normative Act, which will be the fourth for this year.

With this act, the government is expected to decide whether families with economic assistance and people with disabilities, who receive their monthly payment from the Social Service, will also receive compensation.

Minister of Finance, Petrit Malaj, stated in parliamentary committees in October that there has not yet been a decision on these categories, and that it would depend on economic performance and whether a request would be made by the line ministry, which in this case is the Ministry of Health and Social Protection.

Also through this normative act, which comes into force immediately, there will be reallocation of funds, depending on the projects. Those that have better performance can receive more money, and those projects that have not had positive progress can be reduced.

State institutions have 2.5 billion euros left to spend in just the two remaining months, November and December. The latest figures from the Ministry of Finance showed that by October, the spending plan had not been implemented, due to poor investment performance. In total, by the end of October, 5.7 billion euros had been spent out of the 8.3 billion euros planned for the entire year.

Meanwhile, on November 26, the government approved the decision to start providing the year-end bonus in December for all citizens who receive a monthly pension from the Social Security Institute, who will also be able to withdraw the bonus in parallel with the monthly payment.

For this year too, it was decided that 541,000 pensioners who receive up to 20,000 lek per month will receive a bonus of 15,000 lek, while 221,000 who receive over 20,000 lek per month will receive a bonus of 10,000 lek. The cost is estimated at 10.4 billion lek and can be withdrawn until June 30, 2026, after which the bonus will expire, the decision of the Council of Ministers states.
