Gang destabilization plunges the state into collapse/ Payments to ARRSH and KESH

Hundreds of businesses are facing an unprecedented situation that, if not resolved, risks creating a dangerous debt spiral in the country's financial system. The arrest of the directors of the Albanian Road Authority and the Electric Power Corporation has completely blocked any payments from these two institutions.

Data from the state treasury shows that the last payment from the Albanian Road Authority was made on November 21, about 3 weeks ago. After this date, the ARRSH has not executed any more payments to businesses engaged in public contracts.

As the gang of thieves with collars has been destabilized, this is creating a situation of blockage in the economy and the financial system of the country, which with each passing day becomes even more worrying. ARRSH is the public institution with the largest flow of public payments. The blockage of payments for almost three weeks deprives the economy of hundreds of millions of euros in payments. This is because December is the month where the highest flow of public payments is executed.

The blocking situation, in addition to slowing down the flow of money in the economy and putting businesses that carry out public works in serious difficulties, is also jeopardizing budget implementation. A source from the Ministry of Finance told Kapital that if the situation is not resolved quickly, the state budget could record one of the lowest figures for public investment implementation.

It is not clear why the government is hesitant to intervene to replace the directors arrested by SPAK. In the case of the directors, the situation could easily be resolved by delegation of power, as both Gjyli and Elezi are not suspended from duty, but only under house arrest.

Some say that the blocking of payments is intentional to put pressure on justice, especially on the eve of the decision on Belinda Balluku by the Constitutional Court.
